mjunction to conduct biggest spectrum auction starting October 1
mjunction services, a joint venture between steel behemoths Tata Steel and SAIL will be conducting the biggest spectrum auction starting October 1, 2016.
Towards achieving this, the mjunction platform shall keep the identity of all participating bidders, masked through algorithms which shall only reveal the winner details after closure of the final round.
As bidders globally participate in the process, it has been designed to throw up the increased Licensed Service Area (LSA) prices for the next clock round without any manual intervention whatsoever. To enforce security during the bidding process, the bidders will only be allowed to log in through three tiers of security.
They are given a set of private Login ID and Password using which they can authenticate into the platform, only through a set of pre-approved public IP addresses, using pre-registered Class III Digital Signature Certificates. An online log of such entry and exits along with the IP address is being made available to the Bidders.
Leveraging its past experience at conducting high value sales, mjunction has paid close attention to improving the user experience of the bidders equipping them, this time with a custom ‘Watchlist’ for them to keep a close tab on LSAs of strategic importance. A dedicated helpdesk shall be made available for assistance during the auctions.
mjunction is closely consulting and advising DoT during all its auction proceedings – pre-bid conference, clarification of NIA, etc. A mock Auction will be conducted by mjunction for all the Bidders as per the NIA schedule laid out and amended by DoT from time to time. All the pre-qualified bidders would participate in the mock auctions and get a simulated hands – on experience prior to the final face-off.
The platform shall operate on SMRA (Simultaneous Multiple Rounds Ascending) e-auction process. Increasing the probability of an optimum demand-supply match based on market dynamics.
The platform will be duly tested, audited and certified by STQC, ministry of electronics and information technology which will be conducting functional testing, penetration testing, vulnerability assessment, network security and application security.
